New NRA system in Spain and Mallorca (Número de Registro de Alquiler) – Overview

Introduction and objectives
A new registration system for short-term rentals has been in force in Spain since January 2, 2025: the Número de Registro de Alquiler (NRA). Full application will be mandatory from July 1, 2025. With this measure, Spain is the first EU country to implement EU Regulation 2024/1028, which provides for uniform rules for short-term rentals in Europe.


What is the NRA?

The NRA is a unique registration number assigned to each accommodation offered for short-term rentals. This includes in particular

  • Vacation apartments on Mallorca and in Spain
  • Seasonal rental properties on Mallorca and in Spain
  • Single room rentals on Mallorca and in Spain
  • Alternative accommodation such as boats in Mallorca and Spain

Without the NRA, marketing via platforms such as Airbnb, Booking or Idealista will no longer be permitted from July 2025.


How do I apply for the NRA?

Registration is carried out via the digital platform of the Colegio de Registradores or directly at the relevant land registry office. The following documents are required for registration:

  • Full address of the property
  • Cadastral reference or registration number
  • Proof of local permits (e.g. tourist rental license)

After successful submission, the NRA is awarded automatically and immediately.


Obligations for owners and platforms

owners must:

  • Apply for the NRA and indicate it visibly in all advertisements
  • Keeping information up to date and responding to requests from authorities
  • For seasonal rentals, provide evidence of the purpose of the tenancy

Online platforms are obliged:

  • Check the validity of the NRA for each advertisement
  • Remove ads without a valid NRA
  • Carry out regular checks and reports to the authorities

Objectives of the measure

The NRA system should:

  • Curbing illegal rentals
  • Creating tax transparency
  • Limiting the impact of short-term rentals on the regular rental market, e.g. in Mallorca
  • Improve compliance with local regulations

Transition period and sanctions

A transition period applies between January 2 and June 30, 2025. From July 1, 2025, the NRA will be mandatory for all short-term rental offers. Violations are threatened:

  • Removal of advertisements
  • Fines
  • Further sanctions depending on regional legislation

The NRA is a key component in regulating the Spanish and Mallorcan rental market. Owners who wish to rent out their property for a short time should register in good time to avoid legal consequences. Registration takes place via the central platform Ventanilla Única Digital de Arrendamientos, managed by the Spanish Ministry of Housing and Urban Agenda.
